Sports Ministry cited in unapproved AFCON 2017-related sole sourcing contract Featured

The Ministry of Youth and Sports has been mentioned in the Auditor-General’s Annual Report as having gone against the laws on procurement in matters related to the nation’s bid to host the 2017 AFCON tournament.

According to the report, the Ministry contracted the services of RICS Consult Limited, owned by Rex Dankwa, to prepare documentation for Ghana’s bid for the tournament.

The company was paid an amount of USD 68,736.64 for its work done. Ghana did not win the bid as CAF awarded the tournament to Gabon.

However, the report, officially known as the Annual Report of the Auditor-General on the Public Accounts of Ghana – Ministries, Departments and Other Agencies (MDAs) for the year ended 31 December 2015, stated (on page 31) that the work was given to RICS Consult without the go-ahead and permission of the Public Procurement Authority.

It went on to ask the Sports Ministry to look into the transaction to see if the amount paid to RICS Consult had been “properly accounted for” and that all persons who had gone against the laws on procurement should be punished in accordance with Article 90 of the Act on Procurement.

The report also stated that money amounting GHS 125, 000 was paid into the account of RICS Consult without any form of “written authorisation.”

According to the report, the money came from the World Cup Account and it was to be used by an 11-member committee put together to come out with a bid document for the 2017 AFCON tournament.

The report recommended that Mr. Dankwa, owner of RICS Consult should “be held liable” for a refund of the said amount of GHS 125, 000.
